Creates a new option set from the given raw value.

This initializer always succeeds, even if the value passed as rawValue exceeds the static properties declared as part of the option set. This example creates an instance of ShippingOptions with a raw value beyond the highest element, with a bit mask that effectively contains all the declared static members.

The device supports the pulse effect, which means that light intensity ramps from mid-level brightness to maximum-level brightness and then ramps back to mid-level brightness, with a total cycle time of one pulse per second. During each cycle, maximum-level brightness lasts for about 200 milliseconds and mid-level brightness, excluding ramping, typically lasts for at least 500 milliseconds.
